The Dive Team consists of twelve divers who are trained in underwater search and recovery operations, hazardous device recognition, underwater post-blast investigations, vessel maintenance and swift water rescues. The Dive Team often assists in investigations conducted by the sheriff's department and a variety of outside agencies. In addition to the twelve regular members of the Dive Team, four members of the Hazardous Devices Team are cross-trained and respond alongside the Dive Team for any explosives devices located in the water. The usage of dry suits, underwater communication, a remote operated vehicle (ROV), and submersible sonar equipment has enabled the Dive Team to safely respond to hazardous or contaminated situations in the ocean, harbors, lakes, streams, or ponds of Orange County. Harbors The three harbors in Orange County provide a permanent home for approximately 15, 000 boats of various sizes. These boats are kept in both slips and offshore moorings. State records show that there are 70, 000 boats registered in Orange County testifying to the high level of trailer boating activity present in Orange County's Harbors.

The Long Beach Harbor Patrol is a highly trained, fully armed security force with the Port. Classified as Public Officers by the City of Long Beach. Long Beach Harbor Patrol Officers are empowered to enforce provisions of the Long Beach Port Tariff and certain vehicle and penal codes, although, not peace officers, they provide a necessary and vital connection to real time events in the Harbor. The (LBHP) Long Beach Harbor Patrol works in partnership with the LBPD's Port Police Division to protect the Port. Within the Port jurisdiction, the Harbor Patrol maintains a high-visibility patrol and responds to a wide variety of calls. These include, but are not limited to: Emergency, non-emergency crimes, traffic accidents, explosions, HazMat, terrorism and industrial accidents. The Harbor Patrol also ensures that terminals are compliant with United States Coast Guard security requirements. The Harbor Patrol provides a wide variety of services above and beyond land-based patrol, including its own boat, commercial dive team, and officers specializing in physical security and technical surveillance systems.
I couldn't quite get my arms around the "double standard" argument coming from BP. Ironically one of the shots that I took of their refinery was probably the largest United States flag I've ever shot. Let's hear it for Patriotism. The hassle from BP's agents though didn't really bother me all that much. We were insistent on our rights to shoot the facility and they seemed to understand that in the end there was nothing that they could do about it. Their security guard snapped photos of both of us with his camera phone (and I returned the favor of course) and then they followed us when we left in my car in order to get my license plate, but they seemed to pretty clearly understand that while they were free to ask us not to shoot the plant, it was clearly within our rights to do so. The more disturbing incident came later when we were atop a bridge, again on a public sidewalk, shooting another plant and long exposure bridge shots. Here we were stopped by real cops this time, rather than security guards.
